Surely it has to be a joke. Then again, perhaps "sand" is druggie lingo for cocaine or some other drug, and it's really a test for a money-laundering scheme to sell "sand" on E-Bay, and "legally" get money into PayPal to be deposited into their bank accounts. Wow.
