Did you sell the 128d keyboards? I do not remember seeing them on ebay.
The answer to can you test them without a 128d is yes, if you have an SX. It will work fine, provided you can plug it in, I butchered an old serial extension cable to make it connect.

You can use a 128D keyboard on an SX-64? I didn't know that. Makes sense though. I guess the opposite would be true too then?
Unfortunately I no longer have an SX-64 to use for testing. However, I do still have the two 128D keyboards. It would probably be better to test them before I sell them, no...?

Well, you can sell them with the warning that they have been untested, you can have them tested by finding a local Commodore user or user group that has a C128DCR, or you can have them tested and refurbished by a professional, like master C= repair tech, Ray Carlsen.
