Commodore's Common Sense contains a VT100 emulator.  VT52 is a subset of VT100, so it should suit your application fine.  If you absolutely need VT52 emulation, there is a VT52 emulator for C64 mode included with the package.

I'm pretty sure DesTerm 128 would also work.
