I have to admit, I'm rather baffled as to how a country with as colorful a history as Australia could have wound up with what Ben "Yahtzee" Croshaw (http://www.escapistmagazine.com/videos/view/zero-punctuation) aptly calls a "crotchety old man government." The UK, sure, but Australia? Huh.

Anyway, is there a chance of petition signatories or whatever from outside the continent in question having any impact whatsoever?

Highly unlikely, period. Petitions don't cut much crap with any (Sate or Federal) government here! I think they get tabled in Parliament & then filed :)
