Best C128 Emulator for ROM development

Hey all,

I want to find a C128 emulator that will emulate cartridges (internal if possible) so I can test some ML programs without the need to burn real eproms and test them on a real C128.

What C128 emulators are suggested for cartridge emulation and ease of use?

VICE does this. Not sure about MESS though (anyway, VICE is the only half decent 128 emulator though it still has a looong way to go especially in VDC emulation).
